Angry Coasting Enricher

Howdy y'all.
I'm rebuilding my carb and I came across the coasting enricher which i opened and found the diaphragm needs to be replaced. In addition i found the spring changed to something different and the cap had some sort of puddy plug in the middle of it. I removed the puddy and have a coasting enricher cap with a hole right in the center of this. What do you all suggest I do? I haven't ordered my carburetor rebuild kit nor the diaphragm for the coasting enricher. I've looked all over the interent but havent found a photo of a coasting enricher with a hole right in the center or it.

just a guess from a distance....a PO drilled the cover in search of some sort of governing speed adjustment screw. Ooops. Then attempted to cover his tracks.
I run into errant drillings "in search of...." from time to time. Sometimes harmless and repairable, sometimes destructive and not.

I’d say that coast-enricher is toast. Outside cap has vacuum nipple that goes to tiny 0.2mm hole to feed diaphragm. I suppose they drilled out that port for whatever reason. Then tried to fix it with putty. Don’t think you’re gonna be able to repair that for less than picking up new one.
