Is this screw with yellow paint the one for carb syncing?

Is it? It's attached to the throttle cables.

That screw appears to be the throttle adjusting screw.

Ron Ayers parts fiche marks that screw as #92001-1998 "BOLT,THROTTLE ADJUST".
A closer look at the service manual confirms the orientation of the screw.

In addition, the throttle adjuster seems to be the only screw w/ a spring that is oriented parallel with the entire carb assembly. So the top of the screw would be parallel w/ the diaphragm cover.

The same screw. You're controlling how much air goes through each carb at idle, affecting the vacuum.

So this is the screw to adjust when syncing the carbs? It's not like the idle screw is it?

Yes that is the screw to sync the carbs. It will open or close the left carb until it matches the right one.
