^^nope. Got a side view as he was slowing down. He has on boots, etc. was using left foot to shift.

Looks like a low end trike conversion. Just because a person is not a paraplegic doesn't mean they don't have some other kind of disability (like muscular degeneration) that prevents them from riding without assistance of additional wheels.
