2010 Ninja 250r Project Won't run without Choke

Hi I know this has been talked about a lot, but I recently bought a 2010 Ninja 250r with 700 aprox miles on it for 850. It has an issue where the gear where the starter connects to the fly wheel gear case hole broke, but I just removed that gear and put new oil and coolant in it. Anyway I knew the bike had been sitting so I stripped down the carbs ultrasonic cleaned them make sure all the jets were clear and put then back in. Went to start the bike and it started on choke and idled around 7k rpm but when I tried to turn the choke off it died on me even after letting it warm up for a good while. Just took the carbs off again and looked in there and everything was still clean and no clogged gets or stuck floats or anything! Looks NEW! Biggest thing is some vacuum hoses were missing when I got it so I'm not sure on some of the hosing and that might be what is causing it not to run. Any suggestions?

How far did you disassemble carbs?
Enough to floss out fuel-circuits and bleed-holes in emulsion tube and pilot jet?

Yes and there were no clogged holes in the pilot jet or main jet and it all looked as if new.
