Headlight doesnt work

I have a 1991 Ninja 250 and the headlight doesn't even come on or work but when I switch the bright's on it comes on bright. I checked the fuses and they are all good. Does anyone know the problem that can help me fix it? Thanks!

Check for voltage on the low beam at the headlight connector, if no voltage there, then check at the low/high beam switch. I'd guess it was the switch, but no substitute for proper fault isolation.

Of course, you've already checked for continuity through the bulb filament...

First job I had, during the interview, I was given a diagram of a circuit which included a lightbulb. I was told that the light did not turn on and asked what would be the first thing I would check for towards solving this issue. Simply answer was to check the bulb, don't over think the issue. Systematically figure out the issue by starting from the obvious answer and working back.
