does your cush rock and roll

Finally got to replacing my bent rear wheel. Didnt notice when I took the sporcket and cush off if the sprocket was sitting solid on the wheel but noticed when i put them back together....
Eeer....not having done this before...is this right. The sprock-cush seat together well...cant be rotated or anything but...the sprocket can be moved up and down a bit by putting some pressure on it's perimeter.
Is that the way it's supposed to be ?
