Haha, this guy is on supermotojunkie, didn't know there was a video of it. I wish I knew what they were saying. People in the subway didn't seem to care too much, someone even opens a door for him.
I don't think the authorities would be too pleased with his actions though. On smj he says that the Russian police are slow. From the translated description on the Youtube page it sound like people are accusing him of endangering others and what not. This is the part that sucks about riding a sumo. I'm always looking around thinking about how I would like to drive in all these places you aren't allowed, and sometimes I do  , but most times I don't because I'm not trying to get my butt kicked by the cops. Crazy or not, dude's got balls.

they talk about laws that he broke later on, including the fact that his gas tank could be considered as explosives. But the fact is if he would have gotten caught his ticket would have been 100rubles that's like $3
