lowered risers -vs- clip-ons?

Im looking into getting clip-ons for my 2003 ninja 250 and I noticed that woodcraft has a 5 degree, vortex has a 7 degree and pro-tek has a 9 degree... what are they refering to? is this front to back or up and down? does anyone know more about these brands and how this works?

also, i heard its just better to get the woodcraft lowered risers or clipon towers as they call them... is this the way to go???
