On the dirt bikes we always go through the center of the bars with maybe a single wrap, and hold the rope with one of the hands. The key is the towed rider must be able to instantly disable the tow at any time by their own discretion.

At the Miller(Utah) round of the AMA super bike series I pushed a rider around the 1/2 the course on the cool down lap after the race by pushing his bike via his exhaust pipe with my boot. Once over 50 mph it was actually super easy to control.

I don't think it is safe for the towed rider to hold down the rope along the way but idk.
I prefer to link the rope to the front main frame, (run the rope right above the front fender, under the headlight, find the frame). As long as you have a good coordination with the tow rider, you won't be having any trouble.

I have towed and been towed but by half tons; kept it nice and slow and there were (luckily?) no issues going few blocks down some small town side streets.
