Exclamation 09 ninja 250 won't run properly please help

So to start of my bike was running good before but then my carb started leaking gas so i took it off and replace the o-rings. but after that it just went went. my bike just started losing power. won't accelerate. and when i ride it and come to a stop my bike would just die. and when i rev it the rpm would go down low and then come back up to normal. like it's supposed to be 1500 rpm but when rev it would go down to 1000rpm. i've change the sparks. clean my carbs change my jets but nothing. but when i take off the cover from the air filter. my bike somewhat runs a little better. i been trying to fix it for months and months but i'm not getting anywhere. so please help me. i can post some pics and video later when i get home. thank you for all the help and there's anymore questions please ask me and i'll tell you the best i can. i'm still new to bikes.

clean my carbs change my jets

what jets did you use to change with? Highly suspect...you still have the originals?

In replacing orings, you split the carbset?

I tried the 105- 40 and 110- 40. but nothing. so i went back to my stock ones. and yes i split my carb open to replace the o-rings in the middle. they were gone and it was like rotting. and i also replace the boots for the carbs

yes i synced it the best i could. i was running horrible before and i couldn't figure it out and then i notice that it wasn't synced so i tried my best to sync it. and it's running better. but it still won't run the way it was before. i'm like pulling the throttle but i'm barely moving. and when i take the cover off my air filter. and pull the throttle it runs a little better. but if the cover is on. my bike runs but when i come to a stop. my bike would just die and it's hard to start. but when the cover is off the bike starts better. could it be a leak somewhere? or am i not getting enough air and how do i do that. sorry if it doesn't make sense. i'm still pretty new to this and no one that i know works on motorcycles

i have a k&n filter and i don't have any tools. i just watched a video without any tools and did it. when i was done it was running better than it was. so you think it's my carbs then? oh and rn my jets are back to the stock 38-98 if i'm thinking correctly. and they were both turned to 2.5 and then i tried to put one as 2.5 and the other 1.5 but still nothing. it turns on and i can drive it but it's just not giving me power. it still turns off when i come to a stop. it's only running better when the cover for the air filter to the right side is out. but i heard if it gets lots of air is bad for the engine. so i put it back on but it's back to square one.

many variables, but yeah. Synch using a mercury vac tool has never let me down, ultra-precise, quick and easy.

i notice that one of the butterfly thing was open a little and the other one was closed all the way. so all i did was match the close one with the other open carb. if that makes any sense. should i just buy a new carb? cause i been trying to make it since november. and im not making any progress. i rode it today but only to move it to the shed. my cover for the air filter was off and it run fine. making me think that it's not getting air. but if it gets too much air it's gonna run too lean.

One way to do rough sync before putting all back together is to slide feeler gauge into gap between butterfly and side of carb-throat. Then adjust other side to same thickness.

Sure you can buy new carb. But only from authorised Kawasaki dealer to make sure it's unused. Buying from any other source will pretty much guarantee that you'll get used dirty carb in same or worse condition than yours.

Do search on here for "clean carbs ducatiman" for previous people who've had carb issues. What you'll want to do is disassemble down to every last nut & bolt and individual component. Then scrub everything thoroughly with PEA-based fuel-system cleaner (spray 'carb cleaners' no longer work due to removal of chlorinated compounds). Includes scrubbing hidden secret passages in carb-body. http://n4mwd.blogspot.com/2013/10/se...-passages.html

Then ultrasonic soak everything for days. Micro soda-blast. Re-assemble and replace all rubbers: float-valves, pilot O-rings, float-bowl seals. Set float-levels, do wet-test. Sync with manometer. THEN, bike might run like new off showroom floor once you've gotten carbs back to factory-fresh clean.

Due to dried petrol turning to plastic, no solvent's gonna ever dissolve it again. Anywhere there's tiny bleed-hole, you'll want to poke out with some matching diameter soft copper wire. It'll push out plastic plugs like little grains of sand. Also poke out bleed holes in carb-venturi as well.

Many expert mechanics have had to yank their carbs 4-5x for ever deeper cleaning before they finally got it factory-fresh clean. Some people actually had to do it 12x before they finally got it. You can skip all that and do completely disassembly and restoration job next. If it can be further disassembled and cleaned, it should be done.

ducatiman's the BEST!!! I've sent him many carbs that caused inconsistent idle, falling on its face when throttle opened too quickly, etc. They always came back perfectly cleaned and adjusted to factory spec. Makes bike run like brand-new right off showroom-floor!

just read this thread and Yah I concur...sounds like dirty carbs to me as well.
these things are a bear to clean and actually GET clean inside ! and I agree Ducattiman is your best bet !
seriously, you can pull them off and clean them yourself a dozen times and they still won't be clean ! I know I've done that !
it takes the special equipment that ducattiman has to get it done right !
