License Help - California

I might just be an idiot, but I'm in California and 20 years old and am a bit confused about the permit/license situation with the effects from Jarrad's Law.

What I've gotten from it is that I have to do the Rider's Course and then get my permit after passing the exam. Then after 6 months of none of the fun riding, I'm able to test for my M-1.

What I've read otherwise, makes it seem like I am only required to participate in the Rider's Course which allows me to get my permit. But from there the time between having my permit and testing for my actual license is at my discretion as I am over the age of 18.

I would appreciate if somebody would help me to clarify what the actual situation is for a 20-year-old. Thanks.

You have to take the MSF course FIRST because you are under 21.

Im assuming you have your class C though correct?

I do have my class C. Had that since I was 16. Tomorrow is the last day of my MSF course. Are you sure don't have to get the permit for 6 months with Jarrad's Law in effect? Or does that just force me to take the course before getting my license?

the latter.

my buddy who went with me to MSF also is 20. I went to get my license with the MSF certificate and he got his permit. I do not remember the length it takes for you to get your license after that. Or if you have to take another test... I dont think you do though?

Yea, but when was that? Jarrad's Law went into effect in 2011. I'm praying I don't have to be a goober that can't drive at night or on the freeway for 6 months...

It looks like you need to have the permit for 6 months before being able to get a full M license, or you need to turn 21 in the meantime.

I got my m1 like 3 months ago i didnt have a permit completed my msf and i went to the dmv took the permit test then they took my class c and sent me a class c/m1.

your case is different because he already has his class C

He takes his MSF and goes and gets him permit from the DMV when is completed and can start riding. I THINK its 6 months then he can get the license.

I have my c class they took it because they had to make it invalid because they were sending me a whole spanking brand new license.

Question

Rus how old were you when you got your M1?

Justin, October of 2011? Jarrad's has been in effect since jan of 2011. So I'm not understanding why your buddy would get his license right away, but I have to go the permit route...

no no he had to take the MSF class THEN got his permit. He doesnt have his license yet. I text you btw.

Im 24 SO I got my permit right away. Took the class then got my license when I got the certificate.

I hadn't heard of any changes until I read this thread. One thing I'm not clear about though (even after reading from the DMV site) is for those over 21 with permits and MSF certs., do you still get to skip the DMV driving course?

EDIT: It would appear by the post above mine that that has not changed.

Yup, from the DMV checklist I posted, it lays it out pretty clearly. Over 21, you can use either MSF cert or schedule a drivers test, you don't need to do both.

Well, when you're legally obligated to take the course, you kill two birds with one stone. They should make a compromise and do 3 months of permit for those 18-21. I'm not even sure how effective this legislation has been.

AFAIK permits in CA limit you to daytime riding with no passengers. That can still be a lot of fun. It is also my understanding that passing the MSF course gets you a waiver for taking the practical but not the written DMV.
Correct, it does act as a waiver for the practical DMV test. I know the course is mandatory, just a bit stuck on whether or not I'll need to hold my permit for 6 months before being granted my M1, which it seems like 6 months...

Along with the two permit limitations you listed, freeways are also forbidden.

The law seems pretty clear. Whether all DMV offices are appropriately following the law as it is so new is really the only open question.

there's some parts of Ohio that are really great, like where my house is. I'm between Cleveland and Akron, so we have hills and 2 big citites and the Cuyahoga Valley right there which is nice for riding. Not to mention Columbus is only 2 hours from me. Only thing that really sucks is the winter. We're just on the outside of the snowbelt. Aka, when it snows, we get lake effect off of Lake Erie and Lake Michigan

Southern Ohio isn't bad to ride either. Foothills of the Appalachian Mountains. Western Ohio (where I am now) blows.

I should just get my permit and start a campaign at every DMV in a 1-hour radius until one of them doesn't know about Jarrad's Law...

Also, the permit does not allow you to ride on freeways. Which can be a major hassle if you actually want to go somewhere...

I have gotten major differences in treatment at DMVs: My attempt to register a bike stored for ten years and out of the system in Woodland--I was treated like a convicted felon. They basically said, prove it isn't registered in any other state! Same approach at the Davis DMV: no problem!

I don't know, I didn't have any problems there, but then I have never heard of that Jarrad guy.... well, I did get a pretty bad picture.

Highways are okay on a permit, freeways are not, so 88, 49, 16 are all okay. I rode with a permit for six months anyways, riding the backroads instead of Hwy 113 between Davis and Woodland. I probably would have waited at least a few months anyways...

Off topic: what would you recommend for a day ride out that direction, ie a six hour loop from Sacramento? Where are the twisties? I've only been through there going skiing, and that was twenty years ago...

That law is really interesting.

I got my temps the same day I walked into my MSF BRC, and then I stopped by the BMV with my paperwork and got my M endorsement a week later.

My buddy got his bike and temps at 15 1/2, and finally got his class C license when he was 18 before he went to college.

Neither of us would have been able to get our M licenses in this manner with this law. Very interesting indeed.

New legislation in California enacted Jan 2011. Anybody under the age of 21 that wants to get their M1 must first take a 15 hour CHP course and then have their permit for 6 months. I turn 21 in November... so 6 months of less fun riding.

my stupid friends didnt take the MSF and just have their permit and ride whenever and where ever... they just havent gotten pulled over. lol
