When it is warm outside, 80 degrees or higher, or when my bike fully warms up, my rpms are around 8.5k traveling 60mph. When it is cooler and/or my bike is not fully warm, they are around 7k, which is normal-ish. The problem is a faulty CDI in the bike. It is fairly common in the new-gen ninja 250s. I am not sure how big of a deal it is though, i have just learned to live with mine. From what i understand, they are fairly easy to replace though. You can get a used one on ebay for around 50 bucks or so. If you do go that route and try to replace it, make sure that the used one you're buying has a one week return option just in case it is faulty as well.
Search "CDI" on these forums and you are likely to get a lot of good answers.

50 MPH = 6K RPM in 6th gear
60 MPH = 7K RPM in 6th gear

Stock gearing and hasn't varied between factory original rear tire and 150X60X17 replacement tire. Yes, I am using a 20+ year old CDI!
