I do. Guy was speeding, saw the cop, braked suddenly to avoid being clocked and ticketed, then accidentally locked up the front and went down.

Nope, did you get the audio from the rider near the end of the clip? You can also tell by his body language (the frustration) that it wasn't his fault.

He was cruising along behind the red SUV that went by at the start of the video. When the driver of the red SUV saw the cop he/she slammed on the brakes which left the rider with no choice but to panic brake but he grabbed too much brake and went for a slide.
