TWO big changes are on the way for road tax from October 1. The first is the scrapping of the requirement to display a disc. The second is that tax will no longer transfer to you when you buy a second-hand vehicle. Instead you’ll have to pay for new tax, and the previous owner will get a refund for any full months left on the old tax.

Wait, what? So if you buy a bike on, say, October 15, you’ll have to tax it from the beginning of October, while the previous owner will be refunded from November onward. Why should the same vehicle be taxed by two people at the same time? And what will happen to the extra income DVLA gets from the thousands of overlapping months?

These are just some of the questions you might put to the DVLA when the agency hosts a web chat on the rule changes at 10am on September 3.

The agency said: ‘The webchat will give customers and stakeholders the opportunity to ask DVLA about changes to vehicle tax that’ll be introduced from 1 October 2014.

‘This is your opportunity to speak with us direct, we look forward to your questions. Get chatting.’
