That's not a scratch. That's the inner structure of the tire. It's visible because all the rubber has been worn off.

He's saying that he's cheap because he's put off buying a new rear tire for so long that the tire has worn down to the threads that hold it together. It was time for a new tire more than a few miles ago.

yeah the coords showing is just an indicator of the overall state of the tire... about a thousand miles past due. the tires were sliding all over the place before they got changed. how to tell if you're suicidal is probably more accurate title... maybe "how to get good at powersliding and burnouts"

When you change it out, take a look at the tire from the inside, and see how much material there is from the interior of the tire to those cords you're seeing. It's paper thin. It'll in all likelihood scare one from taking a tire that much past the wear bars again...
