What year 250?

Let's also be clear. The issue you are having is the bike won't turn over? I'm sure you've checked the obvious like the kill switch is "ON" and that the bike is in neutral. Will it turn over if you pull the clutch in? Have you checked the battery to make sure it is fully charged?

Keep in mind now that just because all the lights are coming on means nothing. Entertain yourself and just hook a set of cables to it a see if jumping it with another battery helps any.

Why did you replace the solenoid? And are you sure everything is reconnected correctly on the right hand bar?

Fuses have been checked. And because it was bad. And I tried to hot wire it directly also so if the buttons were bad it would have started that way but thanks f

Have you tried bypassing the solenoid by connecting the two high-current terminals together with pliers? That will crank the engine regardsless of anything else (don't even need the key in the bike) so should be one of the first steps in diagnosing. Work backwards from there (next, run power through the coil of the solenoid and see if that cranks it, keep moving back until you find where the problem is.)
