Is pregen petcock operated only on a vacuum like the newgen?

I have a pregen I am working on, and it has been sitting for several years. Trying to clean out the tank and petcock, when I turn it to the ON position nothing comes out. Also it has 2 sections for a hose, any idea where the second line is supposed to run to? Thanks!

Pregen Petcock:

ON = needs vacuum for flow
OFF = OFF
RES = reserve, needs vacuum for flow

One barb is for fuel output
Other (smaller) barb is for vacuum from carb

Yes the petcock only allows fuel to flow on a vacuum.
