This part is very interesting:
WE RECOMMEND THAT ALL DEALERS OBSERVE THESE PROVISIONS OF FEDERAL LAW, THE VIOLATION OF WHICH IS PUNISHABLE BY CIVIL PENALTIES NOT EXCEEDING $10 000 PER VIOLATION.

No it's not. It's illegal for dealers to remove the tag. Consumers can do whatever they damn well please.

^^ good question, I only see dealerships mentioned. If that includes the consumer as well, then everything we all do to our intake/carbs/exhaust also bad.

At least it is only on the Cali models. So glad I don't have to deal with their weird laws anymore.

It only mentions the dealership, so you'd have to look at the laws, but yeah, generally tampering with the emissions equipment is against the law, be it state or federal law.

I think any bike now made in 2013 has a sticker or stamp in the metal saying its in compliance of 2013 laws. And if you remove it then you get the fine you see listed.
