valve adjustment problem

OK, here it is. I'm having problems adjusting my valves. Particularly the #1 cylinder intake valves. At TDC, with the adjustment screw, adjusted all the way out, where it should give me more than enough room to insert the feeler gauges, it is still on the tight side. As I was saying, The screw is backed all the way out. All of the other valves are within tolerance as they should, I don't think this one is too far out, but it is still too tight to get the feeler gauge in.
My concern is, that it's so tight it's not allowing the valve to seat, seeing as I am having low compression problems.
I am aware the problem with low compression could be in the piston rings and not the valves, but even still the problem with the valve needs to be fixed.

I guess, I am just wondering if anyone else has had/heard of this problem with the valves, and if you possibly know a way to fix it.

May be possible that that valve seat has been already repaired and leaped.
May be just that rocker arm that is deformed.
May be only that you are using the wrong TDC and the lobe of the cam is too close to the measured gap.

Maybe the rocker is stuck to the valve. Hit it with a wrench?

try oiling the feeler gauges... if things are too dry even if it fits it can get stuck. also make sure your feeler gauges are true to size.
