Rear Cush drive play and bearing noise?

So I'm doing some work on my 250, new chain and tires. I just got this bike wrecked in the front and Im turning it into a track setup. I took the rear wheel off and noticed that the previous owner had cut up pieces of credit cards and shoved them in between the rubber cush drive fingers, as if to take up some play. I know thats not right, so I removed the card pieces and installed the wheel as designed without foreign debris in the cush drive. My question is, how much play should I have if any? You can feel some play in the sprocket/cush setup before it actually mates/turns the wheel. I have maybe 2-3mm of slop/play. Is this normal? Cant ride the bike as its not done yet, but I got it running on my rear stand. Its also noisy back there, may have a wheel bearing going out. Sounds like a turbine in 5th and 6th gear, or could be be because I have no load on it? Definatly from the rear, and Its not overtightened. Bike has about 8k miles.

The less slop you have, the better. You can shim it with pieces of inner tube, or something like a credit card...

The two bearings of the wheel seldom go bad, as those are sealed.
The sprocket has one non-sealed bearing that requires periodic lubrication and can be ruined.
Clean it with kerosene and check for noise, play or rough rolling.

Eliminating that cushion play improves throttle control and shifting.

Turbine-like noise comes from bad bearings.
Lower pitch noise could also come from worn sprocket/chain.
