Front Wheel Squeaking?

So I noticed when I slow down to about 15mph and lower my front wheel will squeak. I'm pretty sure its the front wheel but I do have a helmet on after all. It only squeaks for a moment with each revolution of the wheel and it happens whether I'm on the brakes or not and whether the bike is in gear or not. I checked the nuts and bolts on and around the front wheel and nothing seemed loose. It also seems to be more prevalent when it is colder and will stop squeaking during the day after a few miles of riding.

So.... WTF?

I sprayed a little WD40 on there but I'll have to wait and see if it works. It only happens when its cool out and its been rather warm today.
