Which way to tighten clutch and throttle cable locknut?

Are the locknuts supposed to be tightened up against the adjusting nuts or the assembly/housing? In the service manual the clutch locknut is tightened against the housing, but on various youtube vids it appears people are tightening against the adjusting nuts.

Whatever works to lock the adjuster in position, avoiding that vibrations could alter the adjustment that you have selected.

If you can rotate the adjuster mechanism by hand or even with a wrench, something is not right.

Normally, locknuts are tightened against the housing or anything that cannot rotate, creating extra friction on the thread.
