04 250 sometimes starts, sometimes doesnt

got a 04 ninja 250 13k miles for 200$ so I had to pick it up.

Basically the bike sat for over a year and needed a big tune up, so I was happy to take it. The carbs were rebuilt before it sat and it ran great before then, I saw the friend I got it from ride it pretty frequently. So in the carbs everything looked good, needles were in perfect shape, the seals were good, I adjusted the floats to the correct level and cleaned every inch of the carb. Before I continue I got the bike to start and run for around 5 seconds before I even took off the carbs or did anything to it, fuel was literally leaking out of the carb into the air filter because of how high the floats were set. So I go through the carbs with the factory manual and bring everything to spec, I did put the mixture screw to 2 1/8 turns out. Then it didnt start. I installed a new petcock since the old one was leaking and just puking out fuel into the carbs. Still firing, doesnt seem to have any vacuum leaks because when I take the hose off the carb and try to start the bike fuel comes right out. Just very confused, I followed the manual to the T and spent a good 4 hours going through the whole thing. All I can think of is the bike wasnt getting enough gas.

I need some advice on what to do at this point Ive always had issues with carbs and just kinda sucks having this thing sitting not knowing what to do.
