Power loss at high rpm
2009 Ninja 250R completely stock with under 3,000km. The motorcycle has no issues starting and idles fine. Driving in the city it seems fine except when pushed to higher rpms the power seems to cut out. On the highway it's very noticeable as the bike struggles to get up pass 110km/h (65mph). This is with throttle completely open but if rolled back a bit bike seem to run smoother. If pushed harder then it seems to rock on the highway slightly like gaining and losing power. So far I've run a couple tanks with Seaform added but the issue hasn't gone away. I was hoping someone may have some insight into the problem.

is this something that has recently developed or is it something the bike has always done?

2nd owner on the bike which pretty much sat for it's first year as the owner didn't get a chance to really drive the bike. I was primarily driving it within the city for the 1st month but then noticed the issue when I finally took it on the highway. Called the dealer and they suggested running a couple tanks with Seaform but issue hasn't gone away.

pop the air box cover and have a peek at the air filter to see if it's dirty.

I'm guessing pinched fuel line somewhere. It's not spark, so it's starving for air or fuel. Lift the tank, make sure all lines are free and clear, and perhaps the problem goes away. A plugged vent hose could do it as well. To confirm that it's not just bad venting from the gas tank, leave the gas cap open, take it up to 65 and see if the power still tails off. If it is now fine, it's a venting issue with the tank that is keeping the fuel from flowing out as it needs to.
