Home electric connections

Hoping there might be a licensed electrician lurking here somewhere?
Short story is my 15 lt wall mounted wall heater sprung a leak & while removing,the ladder slipped,i fell with said heater above my head & got out with just an egg on my head & some bruises.
My house is earthed with 3 pin sockets,the new water heater has an ELCB installed in the cable but with a 2 pin plug.
The company rep has told me to cut the 2 pin plug & install a 3 pin.....this will not only void any warranty but also make the ELCB useless?
I am assuming the safest option is to install a grounded 2 pin socket?
I really hate the bake yard tradesmen here...especially when it comes to electricity.

weird question... can we get a picture of what this guy put in? It is technically safe because it has the GFCI in line, but that's one horrible way of doing it..

I've never heard of an ELCB... but it most likely is a common ground fault circuit protector...
