First things first. Can you adjust the idle speed with the black adjuster knob on the clutch side of the carbs?

But otherwise the bike runs fine?

You say you cleaned the carbs, did you remove the idle mixture screws, clean them? Clean the ports leading to the throttle body?

yea fully took apart the carbs and used 2 cans of carb cleaner. and other than the idle the bike runs fine...there is smoke coming off the exhaust (off of the outside not from inside them) i suspect its just old oil residue (25 year old bike) but yea those are the only real problems i can tell is the idle rpms are running 3000 and the smoke off the exhaust

Is the choke (enricher) off, does the choke work, cable's not stuck or kinked?

Are the butterflies reasonably in synch, i.e. do they more or less close at the same time?

Did you use compressed air to blow out the pilot jets and idle circuits as well as using the carb cleaner on them? or just the carb cleaner? The canned carb cleaner doesnt always get all of it. Try to run some seafoam or other carb cleaner thru with the gas and that should loosen up anything the aerosol carb cleaner missed
