Bike not idling below half choke, idle screw not affecting idle speed

Hi all!

I have a '94 Ninja 250, it' been sitting ~2 years and trying to get it running again.

So background, I had fuel in it but with stabilizer. I have drained it all, put in fresh gas with seafoam and ran it a little while (~15-20 mins w/ choke) and then put in fresh gas and put on a new battery.

I'm able to get it started and start backing it off of choke but dies when choke lever is about halfway.

I might need a carb cleaning but in an effort to get it to start, I played with the idle screw so I'm not sure if that's killing it or if something else is. I turn the idle screw but it doesn't seem to really do anything and regardless of which way I turn it, it doesn't seem to ever increase the idle.

Is there something I should be looking at to make sure the idle screw is good or why it's not adjusting at all? I want the dealer to look it over the the nearest one is an hour away so if possible I'd like to get it running to get it there to have the $150+ tow to get it there.

Any advice or things I can try to get it running would be greatly appreciated

Not an unusual situation. Sounds like the carbs need a good cleaning.

If you can remove them yourself you can send them to ducatiman (member here - Custom Carb Services LLC) and they will be good as new.

Taking it to a shop will cost many times more, and I guarantee the job will not be done to the same level - probably not even close...
