3rd gen vs 4th gen question

I was wondering what factors make the older ninja 1 second faster in the quarter mile. Is it just the compression ratio and the cams? I noticed a person on these forums did all kinds of work and only has gotten a 14.99 1/4 mile. The old one would get 14.6 factory
