Question 1993 250 acts like full throttle

I bought this bike with 5000 miles. It has set up a long time so I tore down the carbs to clean but when I started the bike, it revved over the red line and stayed there. The throttle cable is working correctly. Any help would be great. Thanks!

Unscrew the idle adjustment cable so throttle-stop is not on screw. Does it still rev?

Completely disconnect both throttle cables and remove from carb. Does it still rev?

Both throttle plates are closing with closed throttle for sure? Adequate cable freeplay? Choke plungers are shut?

For the bike to rev, air has got to be coming from somewhere, you know, CV and all.

Something, she's a no make-a sense.

Turns out that when the carbs were put together, the throttle plates were not attached together so the left carb was wide open. Thanks for the direction.
