Sounds like the cash for clunkers plan. Only problem is the way I read this you have to have registered the bike before 2003 to get the payout.

How many people are still riding the same bike they bought back in 2003?

I still have my '86 VF500F bought in '88.
Gone are 30 or so bikes in between then and now.
Other oldest bike is '05 CBR600RR bought in '07
Buncha ninjettes bought in past 5-years!

Would either of you take up the governments offer of $1,000 extra cash to trade it in on a new bike?

All of the bikes in my garage are older than a 2003, but I haven't had any of them more than 2 or 3 years.

Nope. Of the nine bikes I've owned my 07' Ninja is my favorite - until it's time for a valve adjustment.
