Unhappy Miami at night: wrong-way accident

A horrific accident happened in Miami December 30.
It is just the second of the same type on I-95 this month!

The video of the moment of impact is very horrifying.
The truck came from the left around a curve.
They must have had little time to see it, there was no way to evade that, either in a car or a bike.

The attached picture shows the intersection where the pick-up truck took the wrong turn into I-95.

Notice how easy for an impaired driver is to miss the two "No entry" signs and to go the wrong way, specially at night.

I know that tens of thousands of cars use these roads and that these accidents are exceptional, but I wonder if anyone knows of a physical device that is able to stop an impaired driver from doing what the truck's driver did?

Wow. That intersection is terrible. Extremely sad.

Unless the driver was definitely impaired, in which case a ignition interlock switch might work, that intersection is just a disaster waiting to happen.
