What's this Ebay scam?

I first noticed this while looking for a car over the winter, now I'm noticing it on every "big ticket" item I look at ...

Car, Truck, Motorcycle
No Reserve
Plenty of bids, auction ends as normal

2 weeks later, the item comes up for sale again. It's even listed as an Ebay Relisted Item. Maybe I'm some psychic, but I think every single item I have been interested in (or just watching) has done this ... dozens, maybe 100's of items!

What's the angle I'm missing? I don't figure they can all be Shill-bidding ... at a couple $100 per incident? They can't all be dead-beat buyers? What other purpose is there, I'm missing?

The seller could be cancelling the winning bid, if it wasn't high enough to their liking...despite their "no reserve" advertisement. Or the buyers cancel it or back out...idk

I had thought about dead-bead bidders or buyer shill bidding ... but I'm finding this by the 100's. Virtually, every car I look at (with the reserve met) does this!!

Now, some of it ... I'm from the Midwest, and seeing a lot of them coming up in Philly / Baltimore. I'm thinking there's some Hurricane Sandy cars making it out of Atlantic City / New York, just far enough they might snag a buyer that doesn't ask questions?

The most simple theory is that they're pushing the bid up, and it's not being pushed high enough for them to let it go. Basically, they continue to win their own auction until someone pays enough.
