tire question

my friends step dad has a neighbor that goes to the track and changes his tires like every 6 laps if i remember correctly is it safe to use those tires just for in town riding ? there brand new besides the fact that the sides are all burnt but if you don't use the sides and just use the middle wich is about 80%to90% of the time in town ill post a pic i found that looks kind of what they look like

Lots of people use race takeoffs. The general advice is to only ride on dry roads.
