Did the head of the bolt snap off?

That looks like your oil drain plug. My '95 has a hex head bolt in that position, but yours looks like a plug with a small Allen head (hex) hole for an Allen wrench. In other words, I don't see that anything is missing. If you dry all the oil off carefully and watch it, can you see exactly what it's seeping from? Just going by the photo, it looks like the oil filter cover might be leaking a little.

After you dry it off, you can puff some talcum powder on the surfaces to make tiny amounts of oil show up quickly.

I noticed that my copy of the shop manual has the labels for the oil filter bolt and the drain plug reversed, but it's labeled correctly here: http://faq.ninja250.org/images/8/84/2Winterize.jpg

Looks like someone replace the OEM oil drain bolt

If you need the oil drain bolt 92066A/ part #,92066-1174 PLUG,OIL DRAIN,12X15 I have a few extra ones laying around, PM me your mailing address.

It's a common size at 12x15

Don't forget to pick up several spare crush washers for the drain bolt

Kawasaki 92065-097 GASKET,DRIN PLUG --- GASKET,DRIN PLUG, GASKET,DRAIN PLUG, GASKET,12X22X2,DRAIN PLUG, GASKET,12X22X2, GASKET

Pretty common part, you should be able to find at a competent parts house.

Or get a 12mm Parker Stat-O-Seal instead of the crush washer(s).

I don't think your picture is of the drain plug, but the other plug on the right side of the engine (left side in these pics) beside the filter cover. In the following pics the top of pic is the front of engine. Drain plug is the 17 mm headed "bolt" on the left side of the motor (right side in pics) behind filter cover. Not sure what the allen headed plug is, but would guess it's an oil galley plug.

Note that the bolt/plug in Sparkle's photo is past the end of a decorative machined rib in the casting. That's the lower right bolt in your photos. If you turn your photo 90 degrees clockwise, it'll match her photo. It's definitely the drain plug position we're talking about.

Oh yeah, I see it now! She just has an allen headed plug by the looks of it.

Yep, the drain plug is designed to seal with a crush washer between the flange of the bolt head and the engine casting. What she's got is probably a tapered pipe thread plug, that'll never seal. Hopefully whoever put that in didn't damage the threads, the oil drain plug is a non-tapered metric thread and all pipe plugs are tapered inch-based threads.

Don't feel bad, I had to go to my 250 a couple times to figure it out.

If the threads are messed up, the Stat-O-Seal I mentioned will seal with way less torque than a crush washer, and might avoid stripping the threads trying to seal it.

sparklenation, if you need one, I know McMaster-Carr stocks them, and local hydraulic hose suppliers should have them. So you know what I'm talking about, here they are on McMaster-Carr's web site: http://www.mcmaster.com/#93786A200

They're a nice improvement over aluminum or copper crush washers. You just need to buy them with a type of rubber that's resistant to the fluid they'll see. Ordinary nitrile rubber is fine for engine oil. You can reuse them many times.
