06 Kawasaki Ninja 250 Won't Start + Gunk in Carbs

Hi all,
This past summer, I bought a Ninja 250 that wouldn't start, but after cleaning the carbs, replacing the spark plugs, changing the coolant, and changing the battery (final step), I got it to run. Unfortunately, it only ran a week before breaking down. I finally got around to cleaning the carbs (all pilot jets, main jets, idle mixture screws, and replaced the rubber o-rings by the float valves) and tried starting it up, but it still won't start up. I checked and saw fuel circulating from the tank to the carbs, and I had the battery charging for a few hours before. When cleaning the carbs, I did notice some slimy gunk in the chamber holding the float valves (pictures attached at the end). I cleaned this out, but any idea what it is or where to go next? Thanks in advance!

That's a good deal. These carbs take quite a bit of knowledge and effort to get clean enough to run properly. Here's a site to give you an idea of what's needed:
