Is this a loose cam chain?

So my Ninja 250 was making a ticking noise so I'm doing a valve adjustment now (I discovered that they're REALLY tight), but someone also suggested looking at the cam chain to see if it's loose. Video below:

I recently cleaned and reseated the CCT and that seemed to help a little, but the ticking remained slightly.

If the chain is loose, how can I fix it?

Normally you have to turn an engine in its normal direction of rotation to give a tensioner a chance to do its job. I assume that's the case with the Ninja 250 engine, but I'll defer to someone with better advice if I'm wrong.

Jim & Craig, just like the final drive chain can be measured for slack, the cam chain can be measured as well since he has it appart. I have posted the measure before, I will see if I can find it.

Ok, so I slowly cranked the motor and noticed that the slack went away, but then would come back after a half rotation or so, then would get tight again, and then loose again. Is this normal?

Yes, just like your final drive chain (to the rear wheel), the chain stretches in different places/links. Which is why you take the measure in multiple places to get a feel for the entire chain but always base your final decision from the tightest part.

Also the cams are easy to turn in some spots and hard to turn in others (notchy) because of the valves and springs.
