Around my area there are no licensing requirements for anything under 50cc.

Top speed was reported as about 40mph.

It's a neat idea that has been around since the first Honda was ever build, they come and go out of fashion. Everything from chain drive to rubber wheel sitting on the tire. Engines from what you see on the link above to model airplane engines sitting on the tire.

It is very similar to the engine used in the YSR 50 which puts out about 7 horsepower.
