16000 miles..valves?

new to the group but not to the ninja.250.... i love mine and its the only registered mode of tranportation i have and want.. 97 bought in 2008 with 12k... now its just shy of 30k... had the vavles checked at 22k.. new chain brakes and tire also done at that time.. they said the valves were good.. now i feel less power 3-7k rpms or lately last 500 miles... could it be due to riding with hose tape on my water hose and not bring the rpms over 6k... i had to get to work and hose tape would hold if i didnt romp on it... otherwise pretty much all the miles i have put have been pretty agressive with it so umm yeah babbling and i guess bragging. should i be or do i need to buy a new feeler guage...
