Based on what info does it mean he can walk, especially long distances? My mother-in-law has a scooter, she can't walk without severe pain in her knees for more than maybe 30 ft without assistance. Does that mean she could have walked but chose not to?

Think before you come to conclusions.

Any death is sad--even if the circumstances are ridiculous. One of the guys on my Ranger Team did four tours in Vietnam virtually unscathed. He went home on leave in San Francisco, stepped off the curb and got run over by a bus. In literature, they call it the Theater of the Absurd.

There are a disproportionate number of pedestrians that get taken out here in SF. Not sure if its the laws, the street layout, the buses, the drivers, or what; but for a relatively small city it's incredibly dangerous in that regard.
