Ski pants...windproof,waterproof, and warm.
Or if you are looking for more protective options, there are manufacturers out there that make insulated riding pants with removable liners.

Thermal underwear + leather.
Skip the bike stores and head out to the punk-rock fashion place in your city. Germany and London are great.
You'll look like Joe Strummer, but you'll be warm.

If it's icy, definately wear armor overtop.

I'm not looking to spend more than 200. This is more for regular commutes to and from work.

I think any of the windproof/waterproof textile overpants would serve the purpose. Many riders also wear something under as well but if you use it to commute with, do you prefer something that zips over your work clothes? or will you be changing when you get into the office?

If you decide to change when you get into the office then sweats(cheap ones work) and some kind of windproof/waterproof overpants would be pretty good.

If you prefer to wear work clothing under and skip changing, I know that some overpants have zippers that go up the entire leg for easy on and off. Combined with possibly electric heating liners that also zip up the entire leg, you'd be nice and toasty.

Hope this helps. Might I also add that a neck gaiter/scarf makes a world of a difference too in the cold.

do you already have a cold weather jacket? If not I suggest you get this http://www.teizms.com/lombard-p-2.ht...g45itprmf58v36

Why? cause it's convenient, you can get in and out of it in under 25 seconds. and it has a full thermal liner that will keep you happy on cold weather.

Also if you can get me your size I might get you a good deal on one.
