Did this come from my Carb?

I cleaned my carbs and found this in the cleaning can. Can anyone tell me what it is or where it goes?

That looks like the collar (which goes below the jet holder according to this pic: http://faq.ninja250.org/wiki/File:Jim_carb_2.jpg

Failing to put that little piece in the carb will cause it to run really bad. Don't ask me how I know. Let's just say I am proficient at carb removal and installation.
