Probably to keep saddlebags from interfering with the chain and wheel. Perhaps there are some larger and looser storage bags that he sometimes uses on that side of the bike?

It is just a guard and most motorbikes in India has such accessories built in to protect the passenger. In India, traditionally ladies wear saris, churidars or long skirts and may often sit on their side while riding as a passenger.

I THINK some of the other pics I saw only had it on the left side. So I guess it would support this theory.

I don't agree with the saddlebag theory because it would be easier to build a bike-specific set than to make something bike-specific to adapt a generic set. Passenger theory sounds much more likely.
