California Emissions Hose Routing?

The vacuum tubes that run from underneath the seat at the bottom of the gas tank, they keep kinking. Is this where they were originally routed? They keep kinking so then all of the sudden while I'm out and about, it will begin to bog down to a stop. All I do is unkink the hose, put the seat back on, and it runs perfectly fine. Any help here? Really trying to ride on this sunny day.

I guess i should clarify more.. The hose go from the tank underneath the mounting bracket for the tank... Do they originally go there?
