Engine turning over but not starting

I did an engine swap with an engine that hasnt been used in a few years. Its all hooked up but it doesnt start. It turns over just fine and makes small "putt" sounds: i can feel air coming out of the exhaust. I tested for spark as well. It also seems like the carb is getting gas but I may be wrong.

Also, there are two electrical "plugs" that I cannot seem to find anything that would go to them. I dont remember touching them when I dropped the engine

Kyle,

Did you replace the carburetors as well?

If not, were those working with the previous engine?

I used the same carbs that were on previously that worked just fine, they have sat for a little less than 2 weeks. I believe there is gas getting to them because when I pull the hose from the tank, there is gas in that hose.

I also know I am getting a spark because I tested ther spark plugs, but I am not 100% sure if the spark plugs are seated correctly, I did hand tight + 1/2 turn, but what exactly is hand tight and how sensitive are the spark plugs to being seated in the correct spot?

Check your carb float bowls, checking the hose is only ensures fuel is getting past the petcock.
