Fuel Evaporative System

This system, the faq doesn't say anything about servicing this.

1. Anything in particular I should look on it for problems?
2. Do any of the hoses coming off create a vacuum that could cause faulty starts?
3. Do I even need the damn thing?!

That's the CA emissions stuff. I removed it along with the clean air system to clean up the engine bay. It's purpose is to reduce emissions given off by the motor by recirculating vapors and unburnt fuel back through the bike. The subject of it's removal is a heavily debated one, I chose to take it out.

Yes, it is part of the vacuum system and can cause problems if not capped off correctly.

The service manual does explain how to service the system. It's under the Fuel section labeled Evaporative Emissions Control System

I removed mine even though I live in California because the hoses are almost 20 years old and I'm already fighting an idle problem. I just wanted to make sure this wasn't adding to the problem. there is an awesome write up on ninja250 about how to removed the emission stuff and take care of everything else so the bike still runs right
