pulsing idle 06 250 ninja

the idle on my bike float up and down at about 1000 rpm pulses what could cause this

Vacuum leak possibly.

Have you made adjustments to the Idle Mixture Screws?

petcock, float system, idle circuit issues....could be multiple, non-obvious stuff going on.

Example...out of spec, high fuel levels (both or 1 carb) don't necessarily spew onto the garage floor, not visible ....therefore possible to go undiagnosed.

Im having the same problem on my 06 i have a jet kit installed no vacuum leak didn't have the problem till after the jet kit was installed. Im leaning towards the fuel filter or the air valve for the tank its almost like its not filling the bowl fast enough and the idle will go from 1500 to 500 and back between 1500 and 2000 dont know if yours is the same but if it will help ill let you know if i figure it out.

Were all the jets genuine Keihin parts? I'm not sure about the kit you bought, but all the carb rebuild kits available for the
(1970s) Kawasaki triples use non-Mikuni parts and they all make the carbs unusable. They do make a few bucks for everyone in the supply chain though.

I bet @ducatiman can let us know whether kits for our 250s are usable or not.

So many copycat carb kits on the market currently. Within my service I strive to restore and reuse precise, correct OEM Keihin tuning components (jets, needles, needle jets) wherever possible with the exception of orings, and float valves....the normal consumables which get replaced with new. My chosen stuff tried and true. I avoid any copycat crap.
Of course, in regards to jetting....bigger is not necessarily better, as member @DannoXYZ has documented in detail on this very forum.
Truly clean circuits, careful setup and adjustment usually reward with a fine running 250.

Once you are pulling airbox, playing with exhaust....individual requirements will differ....all bets are off.

If fuel-flow is not sufficient for idle, bike would not run at all at higher-RPMs.

Did you check valve-clearances? What are they?
Which jet-kit did you install and which jet-sizes?

Really need wideband-O2 datalogs or dyno-testing to tune with jet-kit. Otherwise, there's absolutely zero way you can determine what jetting changes are needed.

Bet if you go back to bone-stock, idle will be perfectly fine.
