What is this vent outlet?

I was doing a carb sync and saw this vent connection piece that had multiple outlets. It had two hoses already connected, one went to the top of the head and the other went to the air box. There was another open tube on the top and I was wondering if this is supposed to be open or connected to something.

I'm not the original owner so I'm trying to find out what's going on here.

I circled it here.

Well, after posting this I found this thread that showed that connection and it's not connected there either. Looks like I'm okay.

the hole does nothing, not sure why it was made that way, maybe used on other bikes? but the bottom of the tube is just plastic, no holes in it.
