What is this? (vent tube)

Hey guys, noob here, I just did an oil change before putting my bike away for the winter and while I was down there I noticed this tube dangling free. Does anyone know what it is, and whether or not it is supposed to hang there like that? Nothing has been leaking in the garage so nothing is coming out of that tube either. Thanks in advance!

Here are the pictures.

Sorry about the huge pictures and poor camera quality.

It's your bike's way of letting you know it's happy to see you.

Actually there's two of those overflow tubes. One for coolant and one for fuel.
