stock ninja 250 rims...
are they powder coated black or painted black from the factory?

It's just paint. If you ever try to change your tires yourself with two tire irons, wd-40, and angry frustration, you get to discover that right quick.

I plan on ordering a new set of bodywork, paint for bodywork & rims, check to see if frame is bent, add and adjust a few little goodies, order new suit/gear, and dyno-tune/rejet the bike.
Shouldn't cost me more than a couple grand.

Every time I hear powder coated I think of Pauly Jr. (From American Chopper) I swear everything that guy owns must be powder coated!!
