Carburetor don't close by itself

Hi

Took my carburetor out to clean, which I have don't it a few times before.

After cleaning it and leaving it in a bag overnight the carb doesn't close by itself.

Before when I turn the butterflies and let go it would snap back and close. Now if I open the butterflies it stays where it is.

How do I fix this?

Do yiu have both cables hooked up?
Before attaching to cables to carbs, did cables move freely?
How much play do you have in cables?

as of right now the cable are not hook up. I just took it out to clean and have not put the carb back on to the ninja 250.

I didn't remove any of the outer springs.

See where shaft enters and exits carb bores? Spray those 4 areas with PB-blaster

Also squirt some where it leaves on outside at centre of big wound spring.

What's that green stuff on butterfly plate?

I'll spray it on and leave it overnight and see if it will work.

Not sure what that green stuff is. It's been there since the first time I cleaned it a few years back. Didn't bother the ninja 250.
